Help! XP does not respect TcpNumConnections limmit

Hello everyone!
I share my internet connection with a friend of mine (via a simple router).
He uses BitComet - a torrent program that makes a lot of TCP connections,
killing the performance of my internet connection.

I was told on the news groups to add this registry setting to limit the
number of TCP connections on his machine and restart, so I decided 15
connections will be fine:
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters]
"TcpNumConnections"=dword:0000000f

But his machine does not seem to respect this setting. Is there anything
else that I can do to limmit the number of TCP connections? Or is there
another torrent client, that can be limmited to a reasonable number of TCP
connections?
