I started reinstalling XP and it hung up while installing windows with
39 min left. It rebooted and started over and got to same place and
again stopped. Rebooted again and did the same thing. I tried to stop
and it would not let me. I went to Safe Mode and couldn't use it
either. I have tried everything that I can think of to no success. Any
solutions?

Set your BIOS to boot from the CD and try that.

How long did you wait before you decided it was "hung up"? I've done
some installs where the progress bar just sat there for what appeared
to be eons before resuming motion. I can't recall how long the delay
actually was, but if you didn't wait at least 30 minutes I'd have
another go, just in case.
