Xp home wont fully load up

This morning, the Xp goes thru normal boot up, then on comes the desktop with
the usualicons, but no mouse (replced batteries), no keyboard response, and
also a lot of the icons at the bootm dont appear (A/v scanner, etc) No keys
get a response. After a soft reboot the same happens. Is it time to get out
the repair disc/

boot up to the windows xp cd and run a repair on the os.
