XP Home Owner Profile Controls Other Admin Access

I worked on a freind's XP Home system yesterday. I couldn't seem to gain
access to their wireless card's profile manager (application startup showed
process but no GUI appeared [actually flicked for a moment]). I uninstalled
and re-installed the driver and utilities for this NetGear card over and
over and over.

Lo & Behold, I chose to enter XP as the Owner (versus another user with
Admin privileges) and saw the wireless profile manager icon in the systray.
I shut the manager down in that profile, switched users back to the first
profile I had been using and re-launched that GUI. This time the profile
manager opened up fine and the access icon was in the systray.

How in the world do you set up an application that runs in the systray to
show up under another, non-Owner, administrator's systray so one doesn't
have to play this game time after time?

All that did was open the C:\Documents and Settings\All Users folder.
And, in the Start Menu/Programs/Startup folder resides the Wireless Client
shortcut.

So, did I miss something?

Go to Start/Run, and type : GPEDIT.MSC Local Computer Policy> Computer Configuration> Windows Settings> Security Settings> Local
Policies> Security Options> System Objects: Default owner for objects created by members of the Administrators Group. Set this to
"Administrators group" instead of "Object Creator".

Then, reinstall your app

Home cannot change the default 'owned object' behavior. The closest it gets is the CACLS utility, which can allow access by other
users, for any object.

Perfect! That worked.
Anyone that uses this laptop ought to be able to add a new profile to the
client.
So, I just did:
cacls /g BUILTIN\Users:F
