XP Home Limited Account Issues

I am having difficulty assisting a friend set up his XP
Home system with a limited account.
He has a broadband connection to the Internet and his
account (ADMIN) works fine, but when I set up another
account for his family (LIMITED) the Internet is
unavailable and mail cannot be sent/recieved. I know with
my XP Pro I have different groups available, but with XP
Home I don't see a way to alter the setting for a limited
account.
Is there a way to configure the Limited account to have
access to IE and Mail?

There are three types of accounts. Admin, standard and limited. Fromt the control panel you can only create no. 1 and 3. Now, if you go to 'run' and type "control userpasswords2" you can add a 'standard user' who can do pretty much anything as long as he (or she) doesnt mess with the windows config files.

ADDITIONAL POSSIBLE STEPS:

Step I: Clear Internet Temporary Files
------------------------------------

1. Click Tools in Internet Explorer (IE) 6.

2. Click Internet Options and then click the General Tab.

3. In the Temporary Internet Files section, click Delete Files and click
Delete
Cookies.

4. Click Settings and then click View Objects.

5. Delete all the objects in the list.

Step II: Disable Browser Extension
------------------------------------

1. Click Tools->Internet Options in IE.

2. Select the Advanced tab.

3. Uncheck "Enable third-party browser extensions (requires restart)" and
then
click OK.

4. Restart the computer.
