XP Home - How do I get the Security Tab for Printers?

I've got SP2; not networked. Tried the [CONT] [RIGHT CLICK] [Properties]
thing described in XP Help, but it doesn't work. I like to be able to give
one of the limited users rights to install and configure some printers
without giving up the whole ball of wax.
 
Forgot to mention; I am able to bring up the FAX security tab; just can't do
the printer tab.
