No security tab on shared printer properties

Apparently one is supposed to be able to assign various
access rights to shared printers in XP Home, but my brand
new system has no Security tab in the Printer Properties
box. As a result, Limited users cannot print to local
printer, even though they can print to remote printers
and remote users can print to local printer.
Administrative users aren't affected. They can print just
fine.

How can I get the Security tab back on the shared printer
properties?

You can't - you're using XP Home which only has Simple File Sharing.
