XP Home Freezes when I restart but OK if I shutdown...

When I finish my XP session if I click on restart computer the system will
hang on "Windows is shutting down..." However, if I just select "shutdown"
the system will power down properly. The system also freezes if i load
software and it says it needs to restart. I'm using XP home, I've
re-installed winXP to try and fix this problem but no luck, I've even tried
using different XP install CD's to no avail. I've also tried switching hard
drives and still no luck

What exactly should i look for in the bios. I have a Dell 8250 with the
newest bios (ver A04) It is pretty sparce and doesn't use a lot of
parameters. It has something for (Auto Power On - Disabled), (Remote Wake Up
- Off), (Low Power Mode - Disabled), (AC Power Recovery - On), (Fast Boot -
On), and (Suspend Mode - S3)

I've downloaded Registry cleaners and cleaned out the registry and that
hasn't helped. I agree that it's probably something with the Bios because I
have completely reformatted the hard drive and have even tried 2 different
hard drives and loading XP home from 2 different Cd's. Any other ideas would
be great.

It was my BIOS. I have a Dell 8250 and Dell releases a faulty version of
their newer A04 Bios update. This had to be installed via the floppy method
for it to work properply. I downgraded to A03 and then re-upgraded to A04
via floppy and my system works great now.
