XP Home edition upgrade requirement

I am considering purchasing a Windows XP home edition upgrade pack and read
on the forums that the cd is bootable and requires a previous versions cd to
be present to qualify. I am wondering if a windows 98 upgrade edition cd is
ok?

That does not apply to the W98 to W98se update CD.
