xp help and support

our new toshiba laptop came pre installed with xp sp2. when i try to click on
help and support centre nothing happens
 
Toshiba installs it's own version of Help & Support.

Try going to Start...Run...and type in SERVICES.MSC and press ENTER. Once
in the dialog, search for the Help and Support service and try
starting/enabling it. It may interfere with the Toshiba software, so
remember to stop/disable the service if you're going to try and use the
Toshiba software.

Consistently click on help and support, then if that doesnt work, restart
again and again, or leave it for a few days, then try it again
