Can XP be RE-installed without the install CD?

Er, no. Unless it's on a hidden partition (some manufacturers e.g. HP do
this). Otherwise, where do you suppose the files are going to come from
pray?

It may not be an XP problem at all. This can occur when a modem or other PCI
card is stuffed but not locking up the system.
