XP has stopped assigning dynamic addresses

Our church has three Dells running on a network. Last week
the system locked up and dynamic addresses could not be
assigned. Our technician got us running by assigning static
addresses to each machine. His statement was he has seen
this before as have his peers and thinks it is a problem
with XP.

Has anyone heard of this and is Microsoft addressing this
problem?
 
What was assigning the dynamic addresses in the first place?
