Fresh Install of XP SP2. When I log in as User 1 everything is fine. If
I try to login as User 2 the system hangs. I see the desktop wallpaper
but don't get anything else. Ctrl+Alt+Delete doesn't work.

I've tried running Adaware, Spybot, etc, deleted the account then
created it again but still no joy. If you're aware of this problem let
me know as I don't know how to fix it.

Is there a way of creating a log file so I can see what processes are
being run when I log in as this user?
Many thanks

There is a good chance that USER2's Profile is damaged.

Assuming User2 logs on as USER2 ...
rename the folder
C:\Documents and Settings\user2
to
C:\Documents and Settings\user2.bak

Then have USER2 logon again. If it is successful then the USER2 Registry was corrupted.

Copy the directories from
C:\Documents and Settings\user2.bak
to
C:\Documents and Settings\user2

Do NOT copy "NTUSER.DAT" !
