XP Hangs when booting a Seagate Hard Drive

Can any help me with this:

I have a Compaq EVO machine with XP Pro when I try to add
a new 40GB Seagate HDD it hangs upon booting.

Can this be a HDD failure or the HDD is damage, I thought
this HDD's are not easily failed.

Are you jumpering the drives correctly? Are you using the proper cables?
Are you putting the Seagate in the right position on the cables? Does
the Seagate show up in the BIOS? From your description of the problem,
it sounds more like you are installing incorrectly rather than a bad
drive.
