XP Group Policy

Is there any way to export group policies from one XP
system to another ? I know that I can create a reg file of
HKLM\software\policies and HKCU\software\policies, but the
HKCU would have to be applied to each user on a system and
the policies would not show up as policies in gpedit, so
this is not a viable solution. I know that I can
create .inf files and transfer them with secedit, but this
only give the security part of the GP as far as I can
tell.

Can anyone help ?

It would also be useful to know if I can transfer a local
policy to a domain policy as well.
