XP folders explorer bar is always off by default. How do I change it?

Windows explorer always starts up in single pane mode. I
always want to see my folders in the explorer bar. I've
tried everything, but I can't get it to start that way!
What can I do to make it start in 2 pane mode with the
folders displayed in the explorer bar?

Start the right program. Start - All Programs - Accessories - Windows Explorer.

"Start the right program?" Seems a little snarky. And also unhelpful.

I'm certain the person DID "start the right program"--as did I--and I have the same problem with being unable to change the default settings so that WE will show folders panel.

Anyone else know how to solve this problem?
