XP Firewall

My vendor created our web site with the use of "http referrer pages". By
default, XP firewall (as does Norton) does not allow this so I have to get my
customers to turn off their firewall to acess my site. Is there a way to
tweak the firewall settings to allow referrer pages without turning off the
firewall in its entireity?
