XP firewall - useful or not?

Knowing your readily apparent as well as announced bias I can't place any

check for bogus serials numbers and numerous other things that were not
necessarily agreed upon via the license.

Those may be of concern but that's a different level of 'security' than
what most people are trying to deal with. They're looking for protection
from blatantly malicious attacks.
I don't think its necessary to
upload known contaminants to your system to check a FW, unless that was my
job and my systems were merely cannon fodder.

Of course not. But then one can't make a definitive statement about how
effective something is if it hasn't been tested either.

All those things combined is the point. That the robustness of the outbound
firewall should be rather moot since nothing should get in to begin with in
order for the robustness to be an issue.
