XP does not open any program in a maximized window

I need to know how I can make it default that Windows XP Professional will
open all programs in a maximised window. Someone suggested going into each
shortcut opening "Properties" and choosing the "Open maximised" Option.
However, that is only available on a few of my shortcuts.

I wonder if there is some sort of setup command in XP that will specify that
all programs open "Maximised"

What shortcuts do not have that option? Have you tried making a new
shortcut?

If you open IExplorer via a link and it opens in a regular Window size, do
not use the maximize button in the right corner but grab the edges of the
screen with a left click and drag them out to the maximum size. Then hold
down the ctrl key and click the X in the right corner. Only have one
instance of IE open when you try this.
