XP desktop screen problem

Can anyone help!

I noticed that my desktop background screen reverted back to the all
blue color. I had switched it to a picture I pulled while online but
noticed it has changed. when I go into control panel, display then
desktop it wont allow me change anything in my background fields.
[ they are all grey] Can anyone lend a hand?

quick note: when I stretch out my tool bar and slide it back I can
see the picture I down loaded as my background but as soon as I
release my mouse it disappreas under the tool bar again.

Hi,

Cannot change wallpaper

Open up the Registry editor by going to Start => Run and typing in
"regedit" {without the quotes}

Navigate to this key:
HKEY_CURRENT_USER
Software
Microsoft
Windows
CurrentVersion
Policies
System

Look for a String in the right-hand pane called Wallpaper. If it's
there, probably pointing to the path to an image file, note down this
path so you can delete the file later. Now right-click on Wallpaper
and Delete it.

Another possiblty:

Right-click anywhere on your desktop and select 'Properties'.
Click the 'Desktop' tab and click the 'Customize Desktop' tab.
Click the 'Web' tab and delete everything except "My current Home
page"
Uncheck (clear) 'My current Home page'.
Click OK and retry a Desktop background.

a) Registry fix-Automated :

b) Manually (XP -Pro) :
1. Start > Run > gpedit.msc
2. Under User configuration > Click [Administrative Templates\Control
Panel\Display\]
3. There will be a value named "Prevent changing wallpaper" > Set it to
"Not Configured"

c) Manually (XP -Any) :
1. Open Regedit
2.
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
3. Double click the value named "NoChangingWallpaper" > Set it to 0
4.
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
5. Repeat Step 3
