XP Desktop background not loading

When I log on my desktop background is not loading, I just have a blank
screen with desktop items on top, I can right click and refresh and this
used to brings back the background picture. I have also had problems with
IE will not display the page, I can connect to ISP but not view any pages,
if I reboot sometimes this fixes the problem. I have tried turning off the
firewall and adjusting the security settings but still plays up sometimes.
I installed SP2 but these problems didn't start till a couple of weeks
later.
OS is XP.

Any Help will be appreciated, Paul

Clear the IE cache. (IE, tools, Options, Delete Files button, include
offline content.)

IE Clean Sweep
Click on “start†click “control panel†click “network and internet
connectionsâ€
click “internet optionsâ€

Under the “general†tab click "use blank"
Click “delete cookies†click “okâ€
Click “delete files†(check "delete all offline content") click “okâ€
Click “settings†click “view objects†press "CTRL+A" then press DEL
Close “Downloaded program files†window
Click “ok†in the “settings†window

Click on the “security†tab if it is not set to medium click “default levelâ€

Click the “privacy†tab if it is not set to medium click on “default levelâ€

Click on the “content†tab click on “clear ssl state†click “ok†on the
message
that appears
Click on “auto complete†click “clear forms†then click “ok†click “clear
passwords†click “ok†click "ok" on the auto complete window

And go to the "advanced" tab click “restore defaults†then uncheck enable

party browser extensions†click apply "ok"

Reboot and then open internet explorer
