XP can't see 2nd hard drive - but BIOS does?

Trying to add 2nd identical 120G Segate (ST3120022A) hard
drive to PC with windows XP home edition. New drive is
slave and old/primary is master. BIOS sees both but XP
doesn't show anything for the new drive in disk manager.
Removing master and putting new drive in the PC plus some
boot disks allowed me to format and install Window 2000.
WIth W2k, I could put the old master back in as slave and
it would recognize it. But alas, W2k doesn't have the
drives needed for this PC including the drive for the
ethernet adapater this I can't get onto the internet
easily to look for drivers.
How can I get Window XP to recognize the added slave disk?

Admin tools, Computer Management, Storage, Disk Management then
check/assign driver letter(s). I'm not sure if XP likes to see an active
partition on a 2nd disc & keep the drive letters straight. My 2nd
WD1000JB has an extended partition containing logical volumes with no
active partition.
