XP booting problem!!!

I tried to boot my desktop that have Windows XP Pro. the computer start and
then load the XP logo for a while and then restart again. It can not get into
Windows. I try to reinstall XP from CD ROM. However, computer is also not
able to boot from CD rom even I try to set the boot Sequence 1. CD ROM 2.
floppy Disk 3. Hard disk. It still boot from the Hard disk and problem
repeats.
I check in BIOS and it detect and found CD ROM and change a new CD ROM but
the computer keeps the same problem. What should I do? Thank you for any
ofyour advices.

when booting do you see a line that says

"boot from cdrom ...press any key" it only shows for a few seconds ...

Unfortunately, there no line boot from CD appear. It boot directly from Hard
disk even I select CD boot sequent first.
