XP Automatic Reboot upon Shutdown

I have a problem with the shutdown sequence on my computer. It automatically
reboots when I shut it down from XP. I can only shut it down manually via
the switch before it reboots.

Here is what I know:
1) I do not have Roxio Easy CD installed which seems to be a common cause of
this problem.

2) I have disabled the automatic reboot option on my Startup and Recovery
control panel menu.

3) This problem started when I physically broke one of my USB ports on the
front of my case. I think I have disabled the port in the control panel
menus. I am not completely sure whether the two issues are related.
