start up , reboot and shutdown

Regularly by using start up button I want ot shutdown window and PC.. The
process actually happens and windows shows and shutting down ... And since
that moment screen shous that windows is shutting down nothing is
happening. BUT PC dows not turn itself off as usuall ( 2 weeks ago was )...
It is not rebooting itself when you request reboot also...2 weks ago was..
I did checked for spys , viruses ets..Difragmentation done this week
Everything else running smoothly...there is no other problem,,I phisically
push the button on the PC ( hardwhare) for a few second t turn it off...Fills
like something wronfg , but what is it ?

check the system performance in safe mode. restart the computer and keep
tapping F8.
