I have windows XP Professional. My PC has an ethernet Card connected to
a Cable modem. It also has a Belkin Wireless network card. Given that
my PC is permanently connected to the internet via the ethernet card,
could I use my wireless card to create a Wireless Access Point?

I recently bought a Sony PSP and they can connect to the internet via
WAP, but I can't seem to get my head around the combination of Internet
connection sharing / internet proxy and configuration settings need to
get this to work ... is it in fact possible with my current set up?

Go buy a $40 Wireless router.
The benefits of that little 4 port DHCP NAT box outweight the $40 it will
cost you 10 fold.
