The original site where this freeware was available says it lost all
its data in a crash in Oct 2003. http://www.xp-antispy.org/

Anyone know where the program might be archived?

The lost data only refers to the guestbook and forums ... the files are
still hosted on the site.

Hm. When I tried to download it (3x now) from here:
