XP and Outlook 2003 - rec'g emails after closing Outlook

XP (SP2) users receive new email notifications (and can reply to the email)
even after closing Outlook 2003. Task manager shows that Outlook is still
running despite having closed the application.

Yet.....when windows 2000 PCs running the same version of Outlook close
Outlook, it closes completely and users do not receive new email
notifications until they re-open Outlook.

Why??

(Both XP and Windows 2000 users are all running in cached mode.)

Something is keeping Outlook open on the XP systems. Look for possible
causes here:
