XP and IE user permissions - stand-alone PC

I have XP Pro with 4 users, two admin and two children
set up as limited users. I wish to set up both kids so
they can surf the internet but cannot download programs.
The two admins (Mom and Dad...)should remain with
download allowed. Is there a way I can limit an
individual user to no downloads without affecting all
other users? Thanks!

Log on to that user's desktop (you may need to temporarily elevate them to Administrator) and then click Start, Run and enter REGEDIT Go to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Zones\3

Look in the right pane for a value called "1803". By default it is set to 0. Double click the 1803 value and set it to 3.

Thanks Doug. I went in and made the change, but I noticed
that going through the tools\internet
options\security\custom levels\download (disable) also
changes that registery setting. Even a limited user can
make this change, so even though it acheives the goal it
can be changed back by the user (even limited user). Any
way to prevent THIS? My goal is to make the change and
have it stick and only have admin be able to change it
back. Any thoughts?
