XP and event id 4199

When I plug my laptop into our network every server
(static ip) and workstation (dhcp) receive duplicate ip
address errors. The event id for each computer will have
event 4199. I've scanned for viruses and found nothing.
Any help would be appreciated.

verify your dhcp scope is configured properly. create a range of ip address
for your static and a range for your dynamic.
