event viewer error 4199

I am getting a message in the Systems log very oftern that
id 4199. The message says:

The system detected an address conflict for IP address
192.168.2.38 with the system having network hardware
address 00:E0:18:91:6C:00. Network operations on this
system may be disrupted as a result.

This happens once every 10 minutes or so.
