XP after uninstalling SP2

SP2 gave me fits so it's been uninstalled. But I still have many of the same
symptoms. Most apps won't run.... as far as I know all drivers are updated
and system is virus free. I can't Restore system since most of Control Panel
is not responding. Any clues ...???
