XP address bar

I can't get the address bar to show up in any webpage.
In "view", address bar is checked.
 
Under the View>>Toolbars, make sure "Lock the Taskbars" is unchecked. now
uncheck address bar and then recheck it.
 
It's maybe hidden some where:
Right click and uncheck Lock the Toolbars if it's check
Try to rearrange the other toolbars or customize it.
Then lock it again to prevent from moving around
