XP/2003 incorrectly show folder attributes

When I look at the folder attributes (General tab) of a Windows 2000
folder that is not read-only, XP and 2003 system show the Read-only
attribute as checked. Perhaps this behavior is safe, but it causes
enormous confusion. How does one tell when the folder IS in fact set
to Read-Only? When is Microsoft supplying a fix for this problem?

This problem "seems" to have always been in XP / 2003. They both look for
the attributes on the files themselves and ignore the folder settings.

As far as a fix: I would "believe" that Vista should fix this.
