XML security update KB936181 problem

I am having a problem with the subject update seemingly installing
successfully, but continuing to be downloaded and re-installed.... over and
over????

I am running XP home edition XP2 with all other required updates installed.
Note that I am also now having a problem with Live OneCare, although showing
green status, I the main status menu now starts but then immediately shuts
down.

IF you can not delete Msxml4.dll, scroll down to the bottom of the very
page and use the commands given from the Start > Run > Open: line
Click OK or press Enter after each command, Jack.
