I keep seeing brokers trying to sell XBOX 360 premiums on trade sites. They
state they can order a production run for the units if you submit an
irrevocable purchase order and a BCL (credit info from bank proving you can
pay for your order).

Is this true??

You're probably best going through a broker in Nigeria, preferrably a
member of the royal family, to ensure complete legitimacy and
transparency. And normalization.

Almost certainly not; but asking the question on a technical support
group for Microsoft Access database software, as you have done, is
probably not the best way to find out.

Sounds too good to be true, right? Well, then it probably is. Keep
your money.
