WToolsS.exe error message

I have been receiving this error message while logged onto
Windows:
WToolsS.exe file not found

This happens at odd times and I've noticed no pattern to
why I receive the message.

I request that a report be sent to Microsoft and then I
can go on with what I was doing. How do I correct the
error so that I no longer receive the error message?
