WSUS have problem, Cant download files from Microsoft website

I had WSUS install to Widnows 2003 server, I use for for almost 5 months,
recently, it can't download the update files from Microsoft website and have
an error in Event viewer, as show below:
"Content file download failed. Reason: There is not enough space on the disk.
Source File:
/msdownload/update/v3-19990518/cabpool/q810649_w2k_sp4_57b1db0e13b7082974c3ccd33b7c36f075defc0e.exe
Destination File:
d:\WSUS\WsusContent\AF\2D8E37890FB2AF492E7138776CFD9D349704DEAF.exe.
"
I had check my disk, c driver is over 6GB, D driver is over 60GB, the update
files will save to D,it cant be save....
I had try to reinstall it, the still have the same problem, please help.

Do you have disk quotas enabled?

Yes, I had enable disk quotas, but administrator is no quotas limit

Do you have disk quotas enabled?
