When using Windows Movie Maker 2, it saves my project as
a .WSMM file. This is not a .WMA file, and it is not
recognized by MyDVD4 Plus. Why, and how can I burn my
VCD?

You saving the project as the WSMM. You want to use the Save to My
Coimputer and choose the Additional Options and Save as a DV-AVI file.

Sonic will now recognize this AVI file and use it to encode and then burn to
DVD/SVCD/VCD.
