Wrong OS or OS version for application running InstMsiW.exe

Unsatisfied HP Presario User

I have a HP Presario notebook PC with preloaded Windows XP
home edition. When I run InstMsiW.exe downloaded from
http://www.microsoft.com/downloads/details.aspx?
displaylang=en&FamilyID=4B6140F9-2D36-4977-8FA1-
6F8A0F5DCA8F.

It gave me an error "Wrong OS or OS version for
application". How to remove this problem? Can this
problem goes away by re-installing the OS CD?

I hate to reformat the harddisk and to rebuild the
Microsoft OS and MS Office and other applications
everytime the system reports an error.

I went to the listed reference (Item 94) but have no ideawhat I am supposed to do with it. I am clueless. Help, anyone.
