Wrong icons for .htm & .mht files

Using Windows XP Home Edition, Windows Explorer shows the wrong icons for
..htm and .mht files. It shows instead some generic icon that looks like a
page with three dots in the middle of it. I've gone to Tools>Folder
Options>File Types and selected the correct icons for these type files and
used the Tweak UI Repair Icons function, but neither has solved the problem.
Also I can not find any info at the Microsoft Knowledge Base. Any advice
would be greatly appreciated.

The icon is set as part of the file association data in the registry.

This is seen as HKEY_CLASSES_ROOT via RegEdit, which in XP is more
than just a pointer to HKEY_LOCAL_MACHINE's Classes - it's overlaid by
per-user-account settings.

Did you install, uninstall or delete some other web browser?

What happens if you "open" an .HTM or .MHT file?
