Writing help files

Where can I find the tools necessary to create help files for my application.
Also help in learning HTML as I was told the help files are written using
HTML. Do there tools enclude the help file viewer or do I have to create that
also. These questions may seem dumb, but all I got was lost searching the web
for these things. Thanks in advance,
