Workstations cannot access secure sites

I can access all secure sites from the server.
But cannot access any secure (https) sites from any of the
workstations.
Server has Windows 2000 Server.
Workstations have Windows 98SE.
I've tried checking the security SSL, TLS boxes in
security options.
HELP!
