First of all, I wonder if your IP address is assigned by DHCP server. If
yes, the issue may occur but not be a problem. In some network the computer
detection and IP assignment process may take some time.
Second, please temporarily uninstall firewall, proxy and anti-virus
software, which may interfere with the launch of network client.
If the problem persists after you try the suggestions above, please delete
all network connection and then rebuild one.
NOTE: For testing, I suggest not plugging the second NIC at this time.
