Working with Pop-Up Window

I can figure out how to put the pop-up window in, but I am having problems
when it comes to the behavior of that pop-up window.

I would like to use the pop-up to "warn" about switching to a different site
by continuing or other warn messages. I would like for it to continue to url
upon clicking ok but if the user clicks the red X (or cancel and close
pop-up) that it will just go back to the page they were on within the website.

How do I get this to work in this fashion - is it even possible? I am not a
coder or programmer and so that is all above my head. Any help would be
appreciated!

Requires server-side scripting such as ASP, ASP.net, PHP etc. to store the hyperlink value and then
proceed based on the user's selection in the popup.
