working two hard drives together

i have two seperate hard drives on one computer one has w98s other one has xp
pro on it how do i link them together so i dont have to reboot all the time
two use ether one in xp
 
Not sure exactly what the question is

1. You should be able to access and use both drives from winXP

2. You will only be able to access the drives (partitions) which are
formatted with the FAT file system from win98

3. If the question is - How do I switch from winXP to win98 without
rebooting then the answer is you cannot.
