Work offline - ???

I have a broadband connection, but I often get message that "The web
page you requested is not available offline." So I go into IE and
uncheck File > Work Offline, and everything works normally. But
somehow it keeps getting checked again. I seldom use IE, mostly use
Firefox. Any idea what might be causing Offline to be checked?
