Word to PDF conversion using PDFMaker changes pagination

When a word 2003 document is converted to PDF the pagination is changed. The
number of pages increases in the PDF and the lines/paragraphs/tables are
pushed to the next page.

This can be caused by having a top margin under an inch in size,
amongst other things.
