Word opens all docs as read-only- no option to enter password

I created a document and have it password protected to modify and Read-only
recommended check marked. All but 1 other user can access it and get the
password box to enter the password to modify. 1 user does not get the
pop-up.. Word just opens the document as read-only. Is it something in that 1
users settings?

Has no one else encountered this problem? I've looked through his user
settings but did't notice anything different. It is posted on a shared drive.
When others access it they are given the opportunity to enter a password to
modify, but for this one user it opens directly as read-only. It is not just
this one document, but all Word docs that are password protected.... Help!
