Word not creating normal.dot???

Using Word 2003 SP2

I was having some problems so did a hard drive search for normal.dot
and deleted all instances of it. However, a new normal.dot is not
re-created.

I've searched the hard drive with word open. If I do a change to a
document that would affect normal.dot, I'm not prompted to save
normal.dot even though I have the option set to warn me for changes. I
have windows explorer set to show the hidden and system files. I've
checked a million times the user files location in options.

I've done a repair, disabled all the .dot templates in startup.
Nothing works. I cannot get a normal.dot back unless I copy one from
somewhere else and put it in the templates folder.

It's bizarre. The way that normal.dot tenaciously comes back could be
described as sycophantic but I can't get it back.

I'm out of ideas. Does anyone have any thoughts?
 
In Word, do something that changes Normal.dot, then press Shift and click on
File. Now, click on Save All. Are you now prompted to save changes to
Normal.dot?

Check Tools - Options - File Locations and note the location for User
Templates. This is where Normal.dot is stored.

Now, open a new document window and choose File - Save As, and set Document
Type to Word templates (*.dot). It should now list the documents in the User
Templates location. Set Views to Details, and reverse sort by Date. Does
Normal.dot show up on this list, either near or at the top?
